The functions heretofore discharged by the electrical administrative board, the plumbing
board, and all other boards and agencies connected with the functions of the department
of permits and licenses shall be administered as units of said department. Nothing
in this Charter contained shall be held or construed as preventing the county council,
by legislative act permitted by general law, from reorganizing, reconstituting or
abolishing any of such boards or agencies.
