The department shall be responsible for the administration and enforcement of all
laws and regulations relating to permits and licenses of all kinds, including those
relating to weights and measures, electrical installations, building and construction,
plumbing, taxicabs, dogs, miscellaneous industrial and commercial uses, water, sewer
and gas installation, public gatherings and tourist camps. All licenses and permits
issued by the department shall be approved by such other offices or agencies of the
county as may from time to time be provided by law. The department shall do and perform
such other related duties and functions as may be assigned thereto by directive of
the county administrative officer or by legislative act of the county council.
