§ 35-2-402. LEGISLATIVE FINDINGS.

  • The County Council finds that:

    (1)

    The county is becoming increasingly urbanized and subject to the social and physical problems associated with high density population and land usage;

    (2)

    Inadequate maintenance of investment property and property held for speculative purposes has become significant among these problems, since it is detrimental to the health, safety, and general welfare of the citizens of the county;

    (3)

    The maintenance problems associated with investment properties have a direct detrimental effect upon the value, care, and character of the entire community in which they are found; and

    (4)

    The present and prospective health, safety, and welfare of the citizens of the county will be promoted by the correction and halt of the spread of deteriorating and poorly maintained investment properties.
