When deemed necessary, the Engineer may require any permit holder or applicant to
install and maintain, at the user's sole cost and expense, facilities for monitoring,
inspection, and sampling of wastewater. Such facilities shall be easily accessible,
safely located, and constructed in accordance with plans approved by the Engineer.
The facilities and all sampling and measurement equipment shall be maintained by the
user.
