§ 18-3-102. AUTHORITY OF THE DIRECTOR - IN GENERAL.

  • (a)

    In general. The Director of Public Works or the Director's designee is responsible for carrying out the provisions of this title.

    (b)

    Enforcement. The Director is responsible for the effective enforcement of the powers conferred on the Department by this title.

    (c)

    Inspections. The Director shall:

    (1)

    As necessary in the discretion of the Director, inspect the general conditions of the roads and bridges of the county; and

    (2)

    Make special examinations and report as the county may require.

    (d)

    Endorsement of bills and claims. Before payment, the Director shall endorse all bills and claims on account of the roads and bridges of the county.

    (e)

    Snow emergency plan.

    (1)

    In accordance with the provisions of Article 3, Title 7, Subtitle 2 of the Code, the Director or the Director's designee, may develop a snow emergency plan for the county which shall include the regulation of motor vehicle standing and parking and the movement of vehicular and pedestrian traffic on the county roads.

    (2)

    In accordance with the snow emergency plan, the County Administrative Officer, or as the County Administrative Officer's designee, the county Chief of Police, may implement and enforce its provisions during appropriate weather conditions.
