§ 18-3-103. SAME - REGULATIONS.

  • (a)

    In general. With regard to county roads, sidewalks, streetlights, bridges and stormwater drains, the Director shall propose the adoption of regulations regarding:

    (1)

    Their proper care, repair, improvement, construction, and maintenance;

    (2)

    Their use; and

    (3)

    The rights of the public.

    (b)

    Penalties. The regulations adopted under this section may include reasonable penalties for violations of the regulations and any other necessary provision for enforcement of the regulations.

    (c)

    Presentation to the County Executive and Council. The Director shall submit the regulations proposed for adoption under this section to the County Executive for approval and to the County Council for adoption.

    (d)

    Orders.

    (1)

    To interpret and to carry out the responsibilities in this title, the Director may issue orders that are in conformance with all laws and regulations adopted under this title and which have the full force and effect of law as if regularly adopted by authority of the County Council.

    (2)

    The Director is not required to obtain the approval of the County Council for issuance of the orders under this section.
