§ 18-3-101. AUTHORITY OF THE COUNTY.

  • (a)

    In general. With respect to all county roads, streets, sidewalks, alleys, highways, stormwater drains, and bridges, in addition to its other powers and duties under the law, the county shall have:

    (1)

    Full charge and control; and

    (2)

    The rights, powers, privileges, and duties provided in this section.

    (b)

    Inspection. The county shall provide for inspection of the public highways, sidewalks, and bridges through the county and any work being done in connection with public highways, sidewalks, and bridges.

    (c)

    Inventory of publically maintained roads. When a road is opened, accepted, altered, or closed, the county shall designate the opening, acceptance, alteration, or closure of the road on the official inventory of publically maintained roads of the county.

    (d)

    Road and building designations. The county may:

    (1)

    Provide for directional signs at road intersections or crossings;

    (2)

    Give or change the names of county roads as the county sees fit; and

    (3)

    Adopt appropriate regulations for the numbering of buildings.

    (e)

    Control. The county may open, close, plan, construct, maintain, repair, improve, protect, preserve, alter, relocate, straighten, widen, rebuild, and in general control all bridges, highways, roads, sidewalks, alleys, stormwater drains, and other facilities, appurtenances, or adjuncts that the county considers necessary or advisable in conjunction with the establishment and continuance of an efficient county road, bridge, sidewalk, and stormwater drainage system.

    (f)

    Contracts for construction and maintenance. For any of the purposes of this title, the county may agree and contract with:

    (1)

    Any person or the proper authorities of contiguous counties with regard to the construction and maintenance of bridges over dividing streams; and

    (2)

    Railroad or other corporations with regard to the construction and maintenance of facilities at highway crossings.
