§ 13-4-204. PERMITS FOR SOLID WASTE COLLECTION - REQUIRED.
(a)
In general. Except as otherwise provided in this section, a person shall have a written permit from the Department of Permits, Approvals and Inspections before the person may operate a solid waste collection vehicle.
(b)
Approving authority to approve changes or extensions. The operator of a residential solid waste collection operation who wishes to change or extend the operation shall present any information required by the approving authority.
(c)
Exception. The permit requirement of this section does not apply to:
(1)
A private resident transporting for approved disposal or processing solid waste collected at the place of residence;
(2)
A private home improvement contractor; or
(3)
Other persons whose primary business is not solid waste collection and transport.
