The county council shall have the power to enact furthering legislation not inconsistent
with the provisions of this article to implement and define the powers and functions
of the county board of appeals as herein specified. To the extent permitted by the
public general laws of this state, the county council shall also have the power, by
legislative act, to prescribe other appeals to be heard by the county board of appeals
in addition to those specified in this article.
