At its first annual legislative session, the county council shall enact furthering
legislation, not inconsistent with the provisions of this Charter or with the public
general laws of this state, to implement the purchasing policies herein established.
Such legislation may regulate the practices of the county purchasing agent and other
officers, agents and employees of the county in regard to the issuance of inquiries,
the instructions to bidders, the receipt of bids, the placement of orders and other
matters relating to the making of purchases and the award of contracts. Such legislation
may prescribe special procedures governing the letting of bids and the award of contracts
for the construction of roads, bridges, streets, buildings and those relating to water,
sewer and storm water facilities, and may increase the minimum dollars requirement
for competitive bidding. All such legislation shall be subject to amendment from time
to time by the county council.
