§ 3-3-507. MISCELLANEOUS POWERS AND DUTIES.

  • (a)

    Powers. The Commission may:

    (1)

    Adopt and publish rules of procedure for the conduct of its business;

    (2)

    As it considers necessary and appropriate, establish working committees of Commission members, convene advisory panels, and consult advisors and experts;

    (3)

    Subject to the limitations set forth in the annual budget of the county, make recommendations to the County Executive regarding the provision of financial support to artists, arts institutions, and community organizations sponsoring arts activities when other sources of financial support are unavailable;

    (4)

    Advertise the activities, events, or facilities of the Commission;

    (5)

    Cooperate with the following persons providing for or relating to cultural activities, events, or facilities:

    (i)

    The government of the United States, the state, or an agency or instrumentality of either; or

    (ii)

    A municipal corporation, district, private corporation, partnership, association, or individual;

    (6)

    Organize advisory committees;

    (7)

    Request assistance, services, and information from other governmental agencies or entities in order to properly carry out its objectives;

    (8)

    Do all acts necessary to carry out the powers expressly granted in this subtitle; and

    (9)

    With the prior approval of the County Executive, seek grants or financial aid of any character from any person or a federal, state, or municipal governmental entity the acceptance and disposition of which is subject to the provisions of the Charter and the Code.

    (b)

    Rules. The rules of procedure adopted by the Commission may include procedures for making its recommendations to the County Executive under subsection (a)(3) of this section.

    (c)

    Duties.

    (1)

    (i)

    The Commission shall file an annual report with the County Executive and the County Council summarizing its activities during the preceding year and setting forth the Commission's recommendations concerning support for the arts and sciences.

    (ii)

    The Commission's recommendations may include recommendations with respect to present or proposed legislation.

    (2)

    The Commission shall make its annual report and other reports the Commission issues available to the public.

    (d)

    Commission may not pay for performances. In developing, coordinating, and promoting the performing and visual arts and the sciences, the Commission may not pay an artist for a performance or display.
