§ 3-3-2503. MEMBERSHIP.
(a)
Composition; appointment of members.
(1)
The Council shall consist of the following:
(i)
As nonvoting ex officio members, the following individuals or their designees:
1.
The Health Officer for the county;
2.
A representative of a state inpatient facility that serves the county, appointed as provided in subparagraph (ii) of this paragraph;
3.
The Chief of the Bureau of Behavioral Health; and
4.
The Director of the Core Service Agency or Local Behavioral Health Authority, if any; and
(ii)
As voting members and representative of the county's major socio-economic and ethnic groups:
1.
The County Executive shall appoint at least 5, but not more than 7, representatives selected from among the following:
A.
The Office of the County Executive;
B.
The Chair of the County Board of Education, or the Chair's designee;
C.
The Director of the County's Department of Social Services, or the Director's designee;
D.
Practicing physicians;
E.
Behavioral health professionals who are not physicians;
F.
The clergy;
G.
The county legal profession;
H.
The county Chief of Police, or the Chief's designee;
I.
A county general hospital that contains an inpatient behavioral health unit;
J.
The Director of the County Department of Aging, or the Director's designee;
K.
The Regional Director of the Department of Juvenile Services, or the Director's designee;
L.
The county Fire Chief, or the Fire Chief's designee; and
M.
A community rehabilitation or housing program that operates in the county; and
2.
The County Executive shall appoint members, selected from among the following groups or organizations, and as provided in subparagraph (iii) of this paragraph:
A.
At least 2 individuals who are currently receiving or who have in the past received behavioral health services;
B.
Parents or other relatives of adults with behavioral health disorders;
C.
Parents or other relatives of children or adolescents with emotional, behavioral, or mental disorders the onset of which occurred during childhood or adolescence;
D.
A county behavioral health association, if any; and
E.
A member of the general public.
3.
The Chair of the County Council shall appoint one member of the general public.
(iii)
At least one-half of the voting members shall be appointed from among the individuals listed in paragraph (1)(ii)2A through C of this subsection.
(iv)
The County Executive may appoint any additional non-voting members to the Council as necessary to advise and advocate about behavioral health issues.
