If a person violates the provisions of this title or fails to comply with any order
of the Department to correct a violation within the time specified for compliance
or, in case of an appeal, more than 10 days after final judgment affirming the order
is entered to obey the order or in good faith to begin to obey the order, that person
is liable for a civil penalty of $1,000 and an extra penalty of $1,000 per day for
each day beyond the time limit that the order is not complied with, to be recovered
by the county.
