  Section 2 of Bill No. 42-15 states this Act having passed by the affirmative vote of five members of County Council shall take effect July 1, 2015 retroactive to May 5, 2014, the effective date of county regulations originally adopted in the Code of Baltimore County Regulations, Title 4, Subtitle 2, Chapters 1 and 2.
