§ 32-4-501. RECLAMATION PLAN.
(a)
In general. The owner of reclamation property may provide for the reclamation, use, and development of reclamation property by submitting a reclamation plan in accordance with this section.
(b)
Schematic plan required. The reclamation plan shall set forth a conceptual schematic representation of the proposed use of reclamation property by means of maps, graphs, charts, or other written or drawn documents so as to enable the reviewing body to make a reasonably informed decision regarding the development.
(c)
Where the reclamation plan is filed. The reclamation plan shall be filed with the Department of Planning for review by the Planning Board and the Department of Planning.
(d)
Contents of reclamation plan. The reclamation plan shall contain the following information:
(1)
Property and location information, including:
(i)
Boundary outline, courses, and distances;
(ii)
Deed reference or references, tax map, block and parcel numbers;
(iii)
Owner's name and address;
(iv)
Ownership of adjacent properties as shown on most recent tax maps;
(v)
Vicinity maps; and
(vi)
Current zoning of the subject property and surrounding properties, including the location of residential transition areas;
(2)
Existing features, including:
(i)
Topography as shown on county photogrammetric maps;
(ii)
Soil types;
(iii)
Notidal wetlands and tidal wetlands;
(iv)
Existing streams and bodies of water;
(v)
Wooded areas;
(vi)
Water and sewerage lines;
(vii)
Storm drainage facilities;
(viii)
Approximate limits of 100-year floodplain;
(ix)
Existing county and state roads;
(x)
Areas of steep slope, 25% or greater;
(xi)
Areas limited or constrained by natural features for development; and
(xii)
Areas not limited or constrained by natural features for development which are buildable; and
(3)
Proposed features, including:
(i)
Generalized land use by zoning category, size, and acreage;
(ii)
Maximum number of permitted dwelling units by zoning category;
(iii)
Major access points and schematic internal circulation pattern;
(iv)
Proposed self-imposed restrictions relating to development; and
(v)
Phasing schedule describing discontinuation of quarry operations, interim reclamation of the land, and conversion to proposed uses set forth on reclamation plan.
