The directors of the Department of Permits, Approvals and Inspections and Department
of Planning and the Hearing Officer shall adopt and, from time to time, may amend
a comprehensive manual of administrative procedures for the review and processing
of plans and plats under the provisions of Subtitle 2 of this title.
