In order to properly carry out and enforce the provisions of this title, the Engineer
is hereby authorized and empowered to make, adopt, promulgate, and amend, from time
to time, such rules and regulations as he may deem necessary or proper to carry out
and enforce the provisions of this title and which are not inconsistent therewith.
Copies of said regulations shall be filed with the Department of Public Works and
available to all interested parties.
