In addition to any other remedies available to the county as a result of a violation
of this title, regulations, orders of the Engineer, or the user's wastewater discharge
permit, the county shall have the right to prosecute a civil action for appropriate
legal relief, including but not limited to damages and/or equitable relief. In no
event shall any remedy for violation be deemed exclusive unless it shall be so held
as a matter of law.
