§ 20-5-108. BILLING AND COLLECTION.

All user charges shall be due and payable on July 1 of each and every year. Any user charges unpaid on October 1 of each fiscal year shall be considered in arrears and delinquent and shall bear interest at the same rate specified for delinquent county real property taxes. Water and sewer service shall be subject to turnoff for nonpayment of delinquent charges. If water or sewer service has been terminated for nonpayment, the total of all charges, including interest and turn-on charges, shall be collected before service is restored.
