§ 20-5-101. DECLARATION OF INTENT.

  • (a)

    The federal government has enacted Public Law 84-660, Public Law 92-500 and Public Law 95-217, and the county intends to be and remain in compliance with these laws.

    (b)

    The regulations of the Environmental Protection Agency, pursuant to the Federal Water Pollution Control Act of 1977, Public Law 95-217, require that applicants for grants-in-aid of construction for wastewater treatment facilities enact a sewer use act which regulates the discharge of wastewater into the publicly owned treatment works and that applicants create a system of user charges which provides for the proportionate and adequate recovery of the costs of operation and maintenance, including replacement of the system.

    (c)

    The county intends to assure that the system operated and maintained by the county and Baltimore City will conform to the best sanitary engineering practices and intends to regulate the discharge of wastewater into the system.

    (d)

    Therefore, it is the intent of the county to adopt, implement, and maintain a system of user charges and to regulate the discharge of wastewater into the system.
