§ 17-4-105. FINANCIAL ASSISTANCE.

  • (a)

    Scope. This section applies to any shopping center as defined in § 17-4-101 without regard to the number of commercial retail units in the shopping center.

    (b)

    Loan, guarantee or grant. The owner of a shopping center may apply for a county loan, guarantee or grant under Article 10, Title 10 of the Code to cover the cost of the acquisition and installation of video surveillance equipment in parking areas owned, leased or operated by the shopping center for the use of the general public.

    (c)

    Requirements. The owner shall comply with the requirements of §§ 10-10-105 and 10-10-106 of the Code.

    (d)

    Determination. The Director of Economic and Workforce Development shall determine the form of financial assistance to be provided under this section.

    Section 2. of Bill No. 21-05 provides that any shopping center in existence and operating on the effective date of the Act that is not equipped with surveillance devices as required by the Act shall have a period of eighteen months from the effective date of the Act to comply with its requirements.
    Section 3. of Bill No. 21-05 provides that the Baltimore County Police Department shall review the crime data and existing security measures at shopping centers covered by the Act and make recommendations to the County Council, on or before September 22, 2005, on steps that can be taken by the shopping center and the county government to reduce crime at these shopping centers and protect the public.
