§ 13-11-210. APPEAL.
(a)
Authorized - Warning or fee.
(1)
A commercial or residential alarm system user who has received a false alarm warning or been assessed a fee for a false alarm may appeal a false alarm fee, in writing, to the Administrative Officer within 90 days after receipt of the notice of the warning or fee.
(2)
Upon good cause shown by the appealing party, the Administrative Officer, may waive the fee.
(3)
The Administrative Officer may waive fees when the commercial or residential alarm system user:
(i)
Installs a new alarm system; or
(ii)
Makes repairs to an existing alarm system.
(b)
Same - Revocation of permit.
(1)
Any alarm system monitor or an alarm system contractor whose permit has been revoked under the provisions of this subtitle may appeal the revocation to the Administrative Officer.
(2)
Upon good cause shown by the appealing party, the Administrative Officer may rescind the revocation.
(c)
Appeal to the Board of Appeals. Any decision of the Administrative Officer to deny an appeal authorized under this section shall be appealable to the County Board of Appeals.
(d)
Reinstatement fee.
(1)
There shall be a reinstatement fee payable by any alarm system monitor or contractor who, in accordance with any provision of this subtitle or any regulations adopted under the authority of this subtitle, has their permit reinstated.
(2)
The amount of the reinstatement fee prescribed by this section shall be determined by the Administrative Officer in accordance with § 3-1-202 of this Code.

Annotation- Section 4 of Bill 81-01 states: "Section 2-435(a)(1) of the Code (now § 13-11-210(a)(1)) shall be construed only prospectively and may not be applied or interpreted to have any effect on or application to any false alarm occurring before the effective date for Section 2-435 (December 1, 2001).
