§ 10-2-105. PURCHASING MANUAL - ADOPTION AND AMENDMENT.

(a)

Adoption. The 1998 Purchasing Manual governing the Baltimore County purchasing system is:

(1)

Approved and adopted as a regulation of the county; and

(2)

Incorporated by reference as a part of the Code.

(b)

Amendment - By amendment to the Code. A relevant amendment to the Code adopted by the County Council shall apply automatically to the Purchasing Manual.

(c)

Same - By regulation.

(1)

Amendments to the Purchasing Manual shall be adopted:

(i)

In accordance with Article 3, Title 7 of the Code; and

(ii)

Subject to the approval of the County Administrative Officer.

(2)

The Director of Budget and Finance shall forward a copy of an amendment adopted in accordance with Article 3, Title 7 of the Code to the County Council.

(d)

Conflicts between the title and the Manual. If the Purchasing Manual is in conflict with any provision of this title, the Purchasing Manual controls.
