Subject to the approval of the county council, the county board of appeals shall have
authority to adopt and amend rules of practice and procedure to cover the conduct
of its proceedings. Such rules may include matters relating to filing fees, meetings
and hearings conducted by the board, the manner in which the chairman of the board
shall be selected and the term for which he shall serve as chairman, and all other
matters deemed appropriate or necessary for the board to conduct its proceedings.
Said rules and regulations when approved by the county council shall have the force
and effect of law. All decisions of the county board of appeals shall be made after
notice and opportunity of hearing upon the issues before said board. All hearings
held by the board shall be heard de novo, unless otherwise provided by legislative
act of the County Council, and shall be open to the public. The board shall cause
to be maintained complete public records of its proceedings, with a suitable index.
