§ 4-1-102. STATEMENT OF PURPOSE.

The purpose of this article is to:
(1)

Make effective the provisions of Article VIII of the Charter;

(2)

Establish equitable and uniform procedures for dealing with employees in the classified service;

(3)

Attract and retain in the classified service the most qualified and competent individuals available;

(4)

Assign individuals to jobs in the classified service on the basis of competitive tests of fitness following determinations of merit and ability; and

(5)

Foster and develop a county career service.
