§ 3-3-1802. MEMBERSHIP.

  • (a)

    Composition; appointment of members.

    (1)

    The Telecommunications Advisory Panel consists of seven members.

    (2)

    Each member of the County Council shall appoint one member of the Panel.

    (b)

    Qualifications. A member of the Panel:

    (1)

    Must be a resident and registered voter of the county; and

    (2)

    May not:

    (i)

    Be an employee, stockholder, officer, or director of a franchisee;

    (ii)

    Have a direct or indirect financial interest in the operation or ownership of a franchisee; or

    (iii)

    Be a county employee.

    (c)

    Tenure; vacancies.

    (1)

    The term of a member is 2 years and begins on July 1.

    (2)

    A member of the Panel is eligible for reappointment.

    (d)

    Removal.

    (1)

    In this subsection, "scheduled meeting" means a meeting of the full Panel for which the Chairman has given members written notice at least 7 days in advance.

    (2)

    A member of the Panel:

    (i)

    May be removed at any time, with or without cause, on an affirmative vote of five members of the County Council; and

    (ii)

    Shall be removed by the County Council if the member is absent from 50% or more of the scheduled meetings of the Panel within any 12-month period.

    (3)

    If a member is removed under this section, the member's position shall be declared vacant and shall be filled by the appointment of another member in accordance with subsection (a) of this section.

    (4)

    Paragraph (2)(ii) of this subsection does not apply to a member's absence that is the result of a prolonged illness that, in the opinion of the County Council, should not otherwise permanently interfere with that member's ability to serve the duration of the member's term of appointment to the Panel.
