§ 3-10-103. PROCEDURE.

  • (a)

    Grant application filed with the Grant Administrator. A person or organization seeking to obtain a county grant shall file an application with the Grant Administrator.

    (b)

    Summary. The Grant Administrator shall prepare a written summary of the grant request that shall include:

    (1)

    The identity of the applicant;

    (2)

    The amount of the grant;

    (3)

    The proposed use of the grant funds;

    (4)

    The identity and amount of other sources of funding for the project or activity which is the subject of the grant;

    (5)

    The conditions the applicant is required to satisfy before consideration of the funding request;

    (6)

    The address and ownership of any real property which is to be benefitted by the grant;

    (7)

    The amount and nature of any other financial assistance provided to the applicant or its related entities in the past 2 fiscal years or anticipated to be provided in the current fiscal year;

    (8)

    The source of funds and the agency from which the grant is to be made;

    (9)

    The date, time, and place of the agency review; and

    (10)

    Other information or documentation required by the Grant Administrator.

    (c)

    Submission of summary. The Grant Administrator shall:

    (1)

    Submit the application and summary to the county agency authorized to administer the program from which the grant is available; and

    (2)

    Submit the summary to the members of the County Council, the Secretary to the Council, and the County Auditor.

    (d)

    Review. The county agency shall review the grant application in accordance with the criteria and procedures established by the Grant Administrator.

    (e)

    Approval.

    (1)

    Following review of the application, the Grant Administrator shall forward to the members of the County Council, the Council Secretary, and the County Auditor a recommendation for approval of a grant, a copy of the grant application, and a summary of the grant application.

    (2)

    Except as provided in § 10-1-108(b) of the Code, the Grant Administrator may approve the grant unless within 14 days after receipt of the recommendation, a member of the County Council requests in writing that the grant agreement be forwarded to the County Council for approval or disapproval by the County Council at a legislative meeting.
