Before the Department of Permits, Approvals and Inspections issues a building permit,
grading permit, or use and occupancy permit in the Chesapeake Bay Critical Area, the
Director of Environmental Protection and Sustainability or the Director's designee
shall determine, and certify to the Director of Permits, Approvals and Inspections,
that the development complies with this title.
