§ 32-4-407. STREET DESIGN AND CONSTRUCTION.

  • (a)

    In general. Except as provided in subsections (b) and (c) of this section, proposed streets shall conform to standards for design and construction adopted by the county.

    (b)

    Exceptions. The county may impose different standards for design and construction where necessary to:

    (1)

    Preserve trees or other natural features;

    (2)

    Minimize grading or impervious surfaces;

    (3)

    Accommodate utilities, landscaping, benches, sidewalks, or other street-side facilities; or

    (4)

    Increase the suitability of the design or construction to the terrain, soil, surface drainage, groundwater, or anticipated traffic load or speed.

    (c)

    Additional special requirements. In addition, the county may impose special requirements for:

    (1)

    Turning lanes and traffic signals as necessary at heavily traveled intersections; or

    (2)

    Street design or arrangement as may be necessary to minimize:

    (i)

    The total number of intersections;

    (ii)

    Four-way intersections;

    (iii)

    Oblique intersections;

    (iv)

    Intersections on curves; or

    (v)

    Large corner radii.

    (d)

    Railroad crossings. A proposed street may not be designed to intersect at grade with any railroad, except sidings.
