§ 32-4-405. STREET SYSTEM.
(a)
In general. A proposed street system shall provide safe and convenient vehicular circulation, both within the tract and between the tract and neighboring properties or particular traffic generators.
(b)
Street requirements for approval of a plan. The county may not approve a Development Plan or plat unless:
(1)
The tract to which it applies is bordered by or will have access to a public street that is or will be made adequate to carry anticipated traffic; and
(2)
Construction of the tract will provide adequate access for emergency-service vehicles to each building on the tract.
(c)
Provision for internal and through-traffic circulation. The proposed street system shall provide for:
(1)
Internal circulation predominantly by local streets; and
(2)
Through-traffic movement predominantly by collector streets or arterial streets.
(d)
Requirements for arterial or collector streets.
(1)
The proposed street layout shall:
(i)
Permit only the minimum necessary number of driveway entrances on collector streets or arterial streets; and
(ii)
Adequately separate dwelling units from adjacent arterial streets.
(2)
The county may require:
(i)
The provision of a single access drive or a frontage road to serve adjacent buildings or lots, where necessary to reduce the number of entrances on an arterial street;
(ii)
Access drives connecting nonresidential developments;
(iii)
Cul-de-sac, curvilinear, or u-shaped streets, where necessary to meet the purposes of this title;
(iv)
A cul-de-sac or dead-end street, including any permitted temporary dead-end street, that contains adequate paved turning space; and
(v)
Limitations on the length of a cul-de-sac or dead-end street.
(e)
Connection to adjacent streets. The county may require the street system to be extended to the boundaries of the tract and connected to adjacent streets.
