§ 32-2-202. CONTENTS OF PROPOSED MASTER PLAN - REQUIRED.

  • (a)

    In general. The proposed Master Plan shall be made with the general purpose of guiding and accomplishing a coordinated, adjusted, and harmonious development of the county and its environs which will, in accordance with present and future needs, best promote health, safety, morals, order, convenience, prosperity, and general welfare, as well as efficiency and economy in the process of development and maintenance of property values previously established.

    (b)

    Plan elements. In order to achieve the objectives stated under subsection (a) of this section and in addition to those elements required by state law, the proposed Master Plan shall include:

    (1)

    Land use, circulation, and a report presenting the objectives, assumptions, standards, and principles that are embodied in the interlocking portions of the Master Plan;

    (2)

    A composite of mapped and written proposals to guide the physical development of the county;

    (3)

    Adequate provision for traffic and recreation;

    (4)

    The promotion of safety from fire and other damages;

    (5)

    Adequate provision for light and air;

    (6)

    The promotion of good civic design and arrangements;

    (7)

    The wise and efficient expenditure of public funds; and

    (8)

    Adequate provision for public utilities and other public requirements.
