§ 2-3-106. DUTIES.
(a)
Committee to review projected revenues and expenditures. The Spending Affordability Committee shall review in detail the status and projections of the revenues and expenditures of the county and the status and projections of the economy of the county.
(b)
Committee to consider economic indicators. In evaluating future county expenditures, the committee shall consider economic indicators including personal income or other data which the committee considers relevant.
(c)
Annual report. On or before February 15 of each year, the committee shall submit to the County Council and County Executive a report with recommendations on fiscal goals for the county budget to be considered for the following fiscal year, including:
(1)
A recommended level of county spending; and
(2)
Other findings or recommendations that the committee considers appropriate.
(d)
Committee to provide analysis. If the committee recommends expenditures in excess of the annual increase in personal income or other data that the committee used to measure the growth of the county's economy, the committee shall provide the County Executive and County Council with an analysis reporting the extent the recommendation exceeds those economic indicators.
