§ 26-1-104. ADDITIONAL POWERS.

The county has any and all additional power and authority necessary and proper to implement the specific powers granted in this article. The additional power and authority may not be inconsistent with the terms and provisions of this article or of the constitution of the state. (Laws of Md.
