If any section, subsection, sentence, clause, phrase, or portion of this title is,
for any reason, held invalid or unconstitutional by a court of competent jurisdiction,
the portion is deemed a separate, distinct, and independent provision. The holding
does not affect the validity of the remaining portion of this title. It is the intent
of the county that this title would have been enacted notwithstanding the invalidity
of any section, subsection, sentence, clause, phrase, or portion of the title.
