Notwithstanding any other provision of this title to the contrary, exterior roof drains,
gutters, downspouts, and rainleaders may be installed, altered, repaired, or maintained
without obtaining a permit by persons who do not possess one of the certificates issued
under this title but the materials the persons use and their method of construction
shall comply with the provisions of the county building code.
