§ 20-5-105. MEASUREMENT OF VOLUME OF FLOW.

  • The volume of waste discharged into the system shall, for purposes of computing both the sewer service charge and treatment surcharge, be determined in accordance with the following:

    (1)

    In all cases, it shall be presumed that every user discharges one hundred (100) percent of their waste consumption into the system; and it shall be the obligation of the user to establish, to the satisfaction of the Engineer, that they have discharged less than one hundred (100) percent of their water consumption.

    (2)

    In all cases where a person acquires all of their water from the Baltimore City water supply system, the records of water consumption, as provided by Baltimore City, shall be used to determine the volume of water consumption. The records of Baltimore City reflecting water consumption shall be presumed to be correct; and the person disputing those records shall have the obligation to establish, to the Engineer's satisfaction, the amount of water consumed.

    (3)

    In all cases where a person acquires part or all of their water from a source other than the Baltimore City water supply system, the private-source water consumption shall be determined by the Engineer. Acceptable methods for determining the volume of water obtained from private sources or the volume of discharge include but are not limited to the following:

    (i)

    Metered consumption of water;

    (ii)

    Metered discharge of wastewater;

    (iii)

    Estimates of consumption or discharge determined by the Engineer on the basis of the volume of consumption of similar users; or

    (iv)

    Such other methods determined by the Engineer to provide a reasonably accurate estimate of water consumption.
