§ 20-3-205. ANNUAL WATER DISTRIBUTION CHARGE.

  • The County Executive shall be empowered to make and fix a charge upon every building and place having a connection with the water system in the metropolitan district, such charge to be an annual water distribution charge. Such charges and benefit assessments shall be deposited to the construction fund to pay the expenses of constructing such water supply, sewage and drainage systems or parts thereof or to the general and operating fund to pay operating and other expenses from such fund, including principal of and interest on bonds in accordance with § 20-4-104 of this article. Such annual water distribution charges shall be in addition to water rates collected by Baltimore City under § 20-1-115 of this article. Every charge made and fixed by the County Executive under the authority of this section shall be and constitute a lien upon the property chargeable with the same until paid and shall be collected by the Director of Budget and Finance of the county under the provisions of §§ 20-3-209 through 20-3-214 of this subtitle at the same time as state and county taxes are collected and in the same manner as sewerage service charges are collected.
