§ 20-3-204. CHANGE OF CLASSIFICATIONS; UNIFORMITY; WATER SERVICE AND SEWERAGE RATES.

  • The county shall change the classification of properties from time to time as such properties change in the uses to which they are put. The county shall be empowered and directed to make a charge upon every building and place having a connection with the sewerage system under its control, such charge to be an annual sewerage service charge. The county shall be empowered in its discretion to create subclassifications of any such class in each fiscal year so as to reflect the cost of installation of any such water pipe or sanitary sewer in any such year. All assessments and charges, except connection charges and charges or assessments made pursuant to agreement under § 20-1-117 of this article, shall be uniform for each class of property and for each such subclassification thereof throughout the district. Such assessment shall be subject to change annually and shall be collected by the Director of Budget and Finance, as set forth in § 20-3-202 of this subtitle, excepting the water service rates, which shall be collected as already specified in § 20-1-115 of this article. For those water supply systems not falling under the provisions of §§ 20-1-113, 20-1-115, 20-1-116, and 20-1-120 through 20-1-122 of this article but constructed and operated by the county, water service rates shall be established by the county.
