Before any part of the metropolitan district is classified under § 20-3-202 of this subtitle as "remote property," preliminary plans and estimates of total costs
for the construction of a water supply or sewerage system or any part thereof in such
neighborhood or subdistrict, otherwise known as "remote property" area, shall be prepared.
After such plans and estimates are completed for those neighborhoods or subdistricts
most needing service, notice of a public hearing to be held, as hereinafter provided,
shall be given by mail or delivery, or if such notice is impracticable, notice by
publication shall be given for two (2) successive weeks in one (1) or more newspapers
of general circulation in the county that such improvements are contemplated, that
the boundaries of the new "remote property" neighborhood or subdistrict area have
been established, and that subclassifications provided for in § 20-3-202 of this subtitle have been made, and that at a time specified in such notice, which
shall be at least five (5) days after the expiration thereof, any persons interested
in such improvements will be heard by a committee consisting of the Director of Public
Works, the Director of Budget and Finance, and the Director of the Department of Environmental
Protection and Resource Management. After the public hearing, the decision of the
committee as to the areas to be included and the improvements to be carried out in
any such area classified as "remote property" shall be final.
