When a vehicle enters on any paved, hard-surface road, street, sidewalk, lane, alley,
or bridge from public or private property and mud, dirt, or another foreign substance
is adhering to the wheels or tires of the vehicle, the driver or operator of the vehicle
shall bring the vehicle to a stop at the earliest practicable time and clean the wheels
or tires so that the mud, dirt, or other foreign substance is not deposited on the
hard-surfaced road, street, sidewalk, lane, alley, or bridge.
