§ 18-2-102. AUTHORITY OF THE DIRECTOR OF PUBLIC WORKS.

  • (a)

    In general . In order to provide for the safe and expeditious movement of traffic in the county and to protect the safety of citizens using the public or private roads, streets, alleys, and highways in the county, the Director of Public Works may:

    (1)

    Conduct engineering investigations and analyses of traffic accidents and engineering investigations of traffic conditions;

    (2)

    Establish and determine the design, timing, type, size, and location of signs, signals, markings, pylons, channels, and other devices for guiding, directing, or otherwise regulating and controlling vehicular and pedestrian traffic;

    (3)

    Designate intersections as "stop" intersections or through highways;

    (4)

    Approve or disapprove the location of bus stops and taxicab stands or rescind or modify prior approval given;

    (5)

    Adopt or issue regulations and orders relating to or in connection with the movement of vehicular and pedestrian traffic in the county;

    (6)

    Make recommendations to the County Executive for the improvement of traffic conditions in the county;

    (7)

    Prohibit parking on any portion of a public highway;

    (8)

    Prohibit parking and designate one-way streets; and

    (9)

    Adopt or issue reasonable regulations or orders governing parking, traffic, and the movement of vehicles in the vicinity of any public fair, game, parade, or other public event where a large gathering of people or vehicles is anticipated.

    (b)

    Records of regulations and orders.

    (1)

    The Director of Public Works shall keep a record of all regulations and orders adopted and issued by the Director.

    (2)

    The records shall be open to public inspection at all reasonable times.

    (c)

    Violation. A person may not violate a regulation or order adopted or issued by the Director of Public Works.
