§ 13-4-213.1. RECYCLING OF HOME ELECTRONIC DEVICES.
(a)
Definitions.
(1)
In this section the following words have the meanings indicated.

"Home electronic device" means a computer, CPU, computer peripherals, including a monitor, keyboard or printer, laptop, scanner, computer cables and cords, television, stereo, telephone answering machine, video cassette recorder, DVD player, facsimile machine, telephone, cell phone, video display device, and any other electronic product that is sold, primarily for personal use, to a household by means of retail, wholesale or electronic commerce. The term does not include household appliances, such as clothes washers, clothes dryers, refrigerators, freezers, ovens, ranges or dishwashers.

"Manufacturer" means a person that is the brand owner of a home electronic device that is sold or offered for sale in the county by retail, wholesale or electronic commerce.
(4)
"Recycling facility" means a facility designated by the county for the receipt and recycling of home electronic devices.
(5)
"Retailer" means a person who sells or leases a home electronic device to a household by retail, wholesale or electronic commerce.
(b)
Disposal conditions. A person may not dispose of a home electronic device except as provided in this section. A person may dispose of a home electronic device by delivering the device:
(1)
To a recycling facility; or
(2)
To a manufacturer or retailer that has established a program for the collection and recycling of home electronic devices.
(c)
Penalty. A person who disposes of a home electronic device in violation of this section is subject to a civil penalty of $100.
