If an officer whose signature appears on a general obligation bond, other evidence
of indebtedness, or the attached coupons ceases to be an officer before the delivery
of the bond or other evidence of indebtedness, the officer's signature shall be valid
and sufficient for all purposes as if the officer had remained in office until delivery.
