§ 10-2-501. IN GENERAL.

When a capital improvement project is to be undertaken by the county, the County Administrative Officer shall:
(1)

Cause plans, specifications, and estimates to be prepared; and

(2)

Determine whether the capital improvement project is to be constructed by contract or by county labor.
