§ 10-2-310. COOPERATIVE PURCHASES WITH OTHER JURISDICTIONS.
(a)
"Joint or cooperative purchases" defined. In this section, "joint or cooperative purchases" includes:
(1)
Joint or multiple party contracts with public or private purchasing units for commodities or services that would benefit the county; and
(2)
Open-ended contracts which are made available to local purchasing units.
(b)
Requirement. The Purchasing Agent shall develop:
(1)
A program for joint or cooperative purchases; and
(2)
A system by which other agencies, including the county public schools, community college, and county public libraries, may use joint or cooperative purchases.
(c)
Authority to develop another program. The Purchasing Agent may develop a program for joint or cooperative purchases from other public or private purchasing units.
(d)
Authority to participate in an agreement.
(1)
The Purchasing Agent may sponsor, conduct, administer, or participate in a joint or cooperative purchase agreement with a public or private purchasing unit.
(2)
An award made under a joint or cooperative purchases agreement shall be made by the Purchasing Agent.
(e)
Other government's contracts.
(1)
The Purchasing Agent may purchase from contracts generated by any unit or political subdivision of the federal government, a state government, or any local government in any state, or private purchasing unit.
(2)
Purchases from contracts under this subsection shall be made in accordance with the Purchasing Manual.
