§ 10-2-306. CONTRACTS.
(a)
In general. Except as otherwise provided by law, all contracts, including professional capital improvement services contracts, shall be signed on behalf of the county by the County Executive or the County Executive's designee approved by the County Council.
(b)
Contracts of $25,000 or less.
(1)
(i)
The County Executive may delegate the authority to sign contracts of $25,000 or less to the Director of Budget and Finance.
(ii)
On receiving the delegation authorized under subparagraph (i) of this paragraph, the Director may delegate the authority to sign contracts of $25,000 or less to a designee as evidenced by a written designation signed by the Director.
(2)
Unless otherwise provided in the Purchasing Manual, a contract of $25,000 or less shall also be signed by the Director of the Department or office initiating the contract.
(c)
Contracts formalities. All contracts shall be:
(1)
Forwarded to the Director of Budget and Finance for certification in accordance with § 715 of the Charter, a copy of which shall be retained by Director; and
(2)
Approved by the County Attorney in accordance with § 508 of the Charter.
