§ 10-2-204. DUTIES AND POWERS.
(a)
Duties.
(1)
The Purchasing Committee shall advise the Purchasing Agent on:
(i)
Classification of the requirements for those commodities which are common to the needs of two or more agencies and which are repetitively purchased;
(ii)
Adoption of standards of the minimum number of quantities, sizes, and varieties of supplies required for the efficient operation of the county government; and
(iii)
Preparation, adoption, and issuance of written specifications to the end that effective competition in bidding is encouraged.
(2)
To the extent possible, the Purchasing Agent and the Committee shall adopt for the county's use the standard specifications of other governmental jurisdictions and of nationally recognized standardizing bodies.
(3)
The County Administrative Officer may assign the Committee other advisory duties.
(b)
Powers. The Purchasing Agent and the Committee may:
(1)
Make use of the county's staff and technical facilities in the development of specifications and in testing commodities received under the standard specifications; and
(2)
With the approval of the County Administrative Officer, arrange for the testing of supplies through qualified testing laboratories.
